ATOL: when flight sales trigger it, and what the portal must do
ATOL, the Air Travel Organiser's Licence, is administered by the Civil Aviation Authority (CAA). In broad terms, a UK business selling flight-inclusive packages, and in many cases flight-only arrangements, needs to hold an ATOL or to sell as the agent of an ATOL holder; airlines selling their own seats are outside the scheme.
